Commission: Cyprus Addressed Concerns Regarding the Investment Program

The European Commission has decided to close the case concerning the Cyprus Investment Program (CIP), as Cyprus addressed the concerns raised regarding its compatibility with EU law. The Commission had initiated infringement proceedings against Cyprus, as the CIP was considered to violate the principle of not selling European citizenship. Cyprus suspended the program in October 2020, but did not immediately abolish it, which led to the start of the infringement procedure. Subsequently, Cyprus completed the processing of pending applications in 2021 and finally abolished the legal basis of the program on December 12, 2025. The Commission's decision is expected to be finalized on March 11, 2026. The Cypriot government welcomes the decision as confirmation of the correctness of its policies.
