European Commission: Cyprus Addressed Concerns Regarding Investment Program

The European Commission has decided to close the case concerning the Cyprus Investment Program, as Cyprus addressed the initial concerns of the Commission. The Commission had expressed from the beginning the view that such programs violate EU law, as European citizenship cannot be sold. Cyprus suspended the program in 2020, but did not fully abolish it, which led to the initiation of infringement proceedings. Cyprus completed the processing of pending applications in 2021 and subsequently abolished the legal basis of the program, effective December 12, 2025. These actions fully satisfied the concerns of the European Commission. European Commission spokesperson for justice issues, Markus Lammert, stated that Cyprus took the necessary measures to comply with EU law. The decision to close the case was made on March 11, 2026. This case is a significant example of cooperation between Cyprus and the European Commission to ensure compliance with European law and protect the integrity of European citizenship.
