Shared Building Issues Remain Unresolved in Cyprus

The issue of shared buildings in Cyprus remains unresolved, with serious safety problems and lack of maintenance exacerbating the situation. The delay in passing relevant legislation, which was submitted in 2023, is due to the reactions of the Provincial Self-Governing Authorities (PSGA) regarding the assignment of responsibility for control. Initially, the responsibility lay with the Land Registry Department, which, however, believes it is not competent to supervise apartment buildings. The responsibility was then transferred to the new Municipalities, which also reacted. Finally, the competence ended up with the PSGA, which, however, seeks to avoid taking responsibility due to financial and other factors. The PSGA are asking for more time to analyze the financial data and prepare to take on the new tasks, while also seeking to delay the passage of the bill. The lack of legislative regulation leaves room for abuse, such as non-payment of common expenses, occupation of common areas, and neglect of building maintenance, endangering the safety of residents.
