Delays and Weaknesses in Emergency Departments: Patient Waited 11 Hours

The Audit Office conducted a surprise inspection of the Emergency Departments (EDs) of the General Hospitals of Nicosia and Limassol, revealing both positive and negative findings. The presence and timely response of specialist doctors of category A were confirmed, however, delays in the preparation of medical opinions, repeated failures and non-utilization of CT scanners were identified. In addition, practices deviating from approved patient admission procedures were found, with cases of admissions by residents instead of on-call doctors, which poses risks to service quality and legal liabilities. A significant problem is the delay in providing specialized medical opinions, as in the case of a patient who needed a neurosurgical opinion from Nicosia General Hospital, which arrived late after the patient had already been transferred to another hospital. The Service expressed concern about the OKYPY's practice of not having critical specialties in all hospitals in its network. The inspection also highlighted the lack of a comprehensive legal framework and adequate quality assurance mechanisms for telemedicine. The Service stressed the need to ensure the quality of health services around the clock. Indicative is the case of a patient who waited 11 hours and 28 minutes in the ED waiting area. Overall, the inspection highlights the need to improve the operation of EDs, with emphasis on adherence to procedures, timely provision of specialized services and ensuring the quality of health services provided for the benefit of citizens.
