Citizens of Kazakhstan are heading to the polls today for a referendum on constitutional reform, which the government presents as a step towards democratizing the country. However, many analysts argue that the changes actually strengthen the power of President Kassym-Jomart Tokayev. The referendum is the third under President Tokayev, who has pledged reforms following the 2022 unrest. While the president claims to be pursuing a “presidential democracy” with a strong parliament, some articles of the new Constitution appear to concentrate more power in his hands. Specifically, the president will have control over appointments to key positions and the ability to dissolve parliament. Freedom of expression is expected to be further restricted. The adoption of the new Constitution is considered a foregone conclusion, as the election campaign was short and the changes were made quickly.
