Cyprus Parliament to Vote on Constitutional Amendment for Surveillance Powers

Published February 16, 2026, 14:20

The House of Representatives is set to approve the 23rd amendment to the Constitution of the Republic of Cyprus to facilitate the operation of a law allowing police authorities to seek court orders for the surveillance of suspects in serious crime cases. The amendment expands the list of offenses that can be investigated through surveillance, adding crimes such as attempted murder, sexual abuse of minors, drug possession, terrorism, migrant trafficking, money laundering, and certain cybercrimes. Legal expert Simos Angelidis explained that the amendment is necessary due to the constitutional protection of citizens' privacy and the need for a higher majority when passing laws that restrict rights. The amendment was made in consultation with the Cyprus Police, the CIA, and foreign experts, aiming to ensure the effectiveness of investigations.
