Alexei Panov, the Russian diplomat found dead in Cyprus, was an agent of the Russian military intelligence service GRU with the rank of captain, according to a Russian expert researcher. Panov was the third secretary of the Russian embassy in Nicosia. The researcher, Dmitry Khmelnitsky, reports that Panov worked in Moscow at an institute connected to radio technology, and that his duties at the embassy included maintaining and operating espionage equipment. The four-day delay in announcing his death, the lack of cooperation with Cypriot authorities, and the non-delivery of the suicide note raise questions. Xmelnitsky estimates that the embassy concealed Panov's death to conduct consultations with Moscow, perhaps because the diplomat was preparing to flee. He points out that Russian embassies often function more as information centers than as diplomatic missions. The excessive presence of high-ranking “counselors” at the Russian embassy in Cyprus reinforces the assessment that the embassy primarily operates as an intelligence hub.
