Legal Committee Discusses Modernization of Adoption Framework

The Parliamentary Committee on Legal Affairs discussed a bill to modernize the adoption legislation, which has been significantly delayed. MP Fotini Tsiridou of DISY emphasized the need for a modern framework that ensures the best interests of the child and respects their rights, in accordance with international and European conventions. The new framework will align with European legislation and prohibit direct agreements between a mother and a couple, prioritizing the appropriate family based on specific criteria. CYSOA has also expressed the view that the new framework should allow people with disabilities to adopt children, subject to strict conditions that ensure the child's best interests. MP Sotiris Ioannou of ELAM stressed the importance of the child's best interests and the need for them to grow up with a mother and father in a normal environment. However, Mr. Ioannou expressed concerns that the bill leaves loopholes for the adoption of children by same-sex couples, stating that he would oppose any attempt to pass this issue 'through the back door'. He pointed out that the bill provides for the automatic recognition of foreign adoption decrees, which he considers problematic. The discussion highlighted the different approaches and sensitivities surrounding the issue of adoption, with an emphasis on protecting the child's best interests and complying with European law. Stakeholders appear to have accepted the bill, but issues remain regarding adoption by same-sex couples and the recognition of foreign decrees.
