Fast-Track Procedures for Desalination Plants Amid Drought and Government Inaction

The Parliament has approved legislation allowing the acceleration of procedures for promoting desalination projects due to the severe drought in Cyprus and low water reserves in dams. The need for acceleration also arose from delays on the part of the government, intensifying concerns about water adequacy in the face of the summer tourist season. The bill provides for a limited and time-bound exemption from certain legislative requirements, which will apply exclusively to desalination projects to be implemented within 2026. The exemption mainly concerns the obligation to prepare a feasibility study before announcing a tender, however, environmental studies and tendering and award procedures will continue to apply normally. The aim is to enable the implementation of desalination projects with simplified procedures, in order to meet water needs and ensure water adequacy. This move is an attempt to fill the gap created by government delays and ensure water supply during the tourist season. The approval of the legislation is an important development in the effort to address the drought in Cyprus, however, it remains important to ensure the proper and effective implementation of desalination projects, as well as the protection of the environment.
