H Eιδική Έκθεση της Ελεγκτικής Υπηρεσίας με αρ. ΕΕ-ΕΥ 11/2026 αποτελεί συνέχεια του ελέγχου που διενεργήθηκε το 2019 για τις λατομικές και μεταλλευτικές αναπτύξεις και εξετάζει τον βαθμό υλοποίησης των σχετικών συστάσεων, καθώς και τη συμμόρφωση με το ισχύον νομοθετικό πλαίσιο.
Παρά τη χρονική απόσταση έξι ετών, βασικές αδυναμίες εξακολουθούν να παραμένουν.
Διαπιστώθηκαν σημαντικές καθυστερήσεις στις διαδικασίες αδειοδότησης, καθώς από 29 αιτήσεις για ανάπτυξη λατομείου που υποβλήθηκαν την περίοδο 2020–2023, ολοκληρώθηκε η εξέταση μόνο 14 ενώ οι άλλες 15 παραμένουν σε εκκρεμότητα.
Παράλληλα, καταγράφηκαν κενά στην εφαρμογή του ευρωπαϊκού και εθνικού πλαισίου, καθυστερήσεις στην προώθηση στρατηγικών πολιτικών και σοβαρά ζητήματα περιβαλλοντικής προστασίας, ιδιαίτερα σε σχέση με την προτεινόμενη νέα Λατομική Ζώνη στην Ανδρολίκου.
Η Έκθεση επισημαίνει επίσης αδυναμίες στη διαχείριση εγγυήσεων και στην είσπραξη λατομικών δικαιωμάτων.
Η Ελεγκτική Υπηρεσία υπογραμμίζει ότι η αξιοποίηση των φυσικών πόρων πρέπει να συμβαδίζει με τη νομιμότητα, τη διαφάνεια και την αυστηρή προστασία του περιβάλλοντος και της βιοποικιλότητας.

Audit Report Highlights Delays, Gaps, and Environmental Concerns Regarding Quarries
The Audit Office has published a Special Report (EE-EY 11/2026) on quarry and mining developments, examining the implementation of previous recommendations and compliance with the legal framework. The report finds that, despite the passage of six years, fundamental weaknesses remain in licensing procedures and quarry management. Specifically, significant delays are observed in licensing, with 15 out of 29 applications for quarry development submitted during the 2020-2023 period remaining pending. In addition, gaps were identified in the implementation of European and national legislation, delays in promoting strategic policies, and serious environmental issues, particularly in relation to the proposed new Quarry Zone in Androlikou. The report also highlights problems in the management of guarantees and the collection of quarry rights. The Audit Office emphasizes the need for the exploitation of natural resources to be carried out with legality, transparency, and strict protection of the environment and biodiversity. The report underscores the need for improvements in quarry management to ensure the sustainable use of natural resources and the protection of the environment.
