El Salvador Imposes Life Imprisonment for Juvenile Offenders

The El Salvadoran parliament has approved a law imposing life imprisonment for minors convicted of murder, rape, and terrorism, responding to a request from President Nayib Bukele. This measure is part of Bukele's broader strategy to combat gangs, which has been criticized by human rights organizations for potential violations. The new legislation abolishes proceedings in special juvenile courts for these cases and provides for periodic reviews of sentences. The term “terrorists” also includes simple gang members, as these organizations have been designated as “terrorist” organizations. Simultaneously, the state of emergency, in effect since 2022, has been extended for another 30 days, during which over 91,500 people have been arrested. Bukele's policy has led to a reduction in homicides, but has been accompanied by allegations of human rights violations, with over 3,000 children and adolescents being imprisoned under the state of emergency.
