EU Member States Greenlight Extension of Data Protection for Biocides

EU member states have approved the extension of data protection periods for biocidal products, paving the way for negotiations with the European Parliament. This extension is part of the 'Omnibus X' legislative package, a component of the European simplification agenda, aiming to reduce administrative costs for businesses while maintaining existing EU standards for food, feed safety, health, and environmental protection. Minister of European Affairs, Marilena Raouna, emphasized the importance of the simplification agenda for strengthening the competitiveness and resilience of European industry, as well as ensuring fair treatment of businesses and fair competition. The data protection extension will be valid until 2030. The biocidal products regulation aims to improve market functioning within the EU while ensuring a high level of protection for humans and the environment. Biocides are used to protect against harmful organisms through their active substances. The extension of data protection was deemed necessary due to delays in the review of existing active substances. The Cypriot Presidency of the Council prioritized the proposal, highlighting the need to limit the period during which data remains unprotected. This initiative is part of the EU's broader strategy to simplify legislation and enhance competitiveness, with a focus on SMEs. The Council called for accelerating simplification measures, as proposed by Enrico Letta and Mario Draghi, and the Budapest Declaration referred to a 'simplification revolution'.
