Turkish Parliament Approves Report on Kurdish Issue

The Turkish Parliament has approved the report on the Kurdish issue, with 47 votes in favor, 2 against, and 1 abstention. The 83-page report marks the transition to a new phase of the process called “Turkey without Terrorism”. The basic principle of the report is the “Turkey Model”, aiming to create a “maximum common ground for coexistence” between Turks and Kurds, whom it describes as “brothers”. A general amnesty is not foreseen, but special legal arrangements are planned for those who lay down their arms and dissolve from the PKK. The disarmament process must be transparent and documented with measurable criteria. The Speaker of the Parliament described the period as historic and emphasized that the report is a milestone for the next steps, with legislative proposals expected to be submitted for disarmament and social reintegration.
