Court Imputes Responsibility to the Ministry of Education for Educators with Disabilities

The Supreme Constitutional Court has recognized serious responsibilities of the Ministry of Education for failing to implement legislation in favor of people with disabilities in the Education Service, particularly regarding the Pre-Service Training Program for the years 2010-2015. The case concerned three educators with disabilities who were unable to be appointed permanently due to the non-operation of the program. The Court rejected the state's arguments regarding financial difficulties or lack of need for the program, emphasizing the obligation of the Administration to ensure that 10% of appointments are for people with disabilities. The educators now have the right to claim compensation for the damage they have suffered.
