British Bases: Intention vs. Outcome – The Next Step Remains Uncertain

The issue of British Bases in Cyprus has resurfaced at a European level, following references in the conclusions of the European Council and statements by President Christodoulides, who characterized the base regime as a "colonial relic" and proposed a discussion about its future. This proposal sparked interest in the United Kingdom, while the President of the European Commission, Ursula von der Leyen, expressed her support for Cyprus, emphasizing that the security of Cyprus is the security of the EU. The conclusions of the European Council explicitly mention Cyprus's intention to start discussions with the United Kingdom regarding the Bases, with the EU stating its readiness to provide assistance if needed. This reference constitutes significant political support for Nicosia, without creating binding obligations. The regime of the British Bases is particularly complex, as it is based on the Treaty Establishing the Republic of Cyprus, which allowed the United Kingdom to retain sovereign military areas on the island after independence. This peculiarity was maintained even after Cyprus's accession to the EU, making any change particularly difficult. The discussion about the future of the Bases is directly linked to geopolitical developments in the Eastern Mediterranean and the prospect of resolving the Cyprus issue, as well as the role of the guarantor powers (Greece, Turkey, and the United Kingdom). These factors limit the scope for immediate change in the regime.
