Life Sentence Prisoner Alleges 'Torture' in Prison

A life sentence prisoner convicted of two counts of premeditated murder has alleged torture and poor conditions of detention in the Central Prisons. He claims he was placed in a room used as a dining hall, full of animal excrement and hair, and subjected to disciplinary punishments that led to solitary confinement without basic hygiene needs and access to medication. The prisoner also reports health problems, such as diabetes, for which he is not receiving adequate care, as well as physical injuries from attacks by other inmates and prison guards, for which he has filed a complaint with the authorities without result. The Supreme Court dismissed his application for a Writ of Mandamus, as it was too general and did not contain specific demands to the Prison Department. The court stressed that a prior distinct demand to the competent authority is required, which has been ignored or violated.
