Russia, under increased international sanctions due to the war in Ukraine, is seeing the so-called 'shadow fleet' move oil under sanctions. The energy situation in Cuba has deteriorated dramatically, with a sharp drop in available electricity and a reduction in nighttime lighting by as much as 50%. In January, Cuba did not receive any oil for the first time in a decade, exacerbating economic difficulties and the daily lives of citizens.
