Concerns and Objections Raised Over Political Advertising Control Bill

During the discussion of the bill for controlling political advertising in the Parliamentary Committee on Interior, concerns and objections were expressed by all participating bodies. The main concern is assigning the role of supervisory authority to the Radio Television Authority without ensuring the necessary resources and manpower for the effective exercise of this role. The President of the Radio Television Authority, Rona Kasapi, pointed out that the Authority already faces shortages in personnel, financial resources and infrastructure due to the multiple supervisory responsibilities it has undertaken. She believes that assigning additional tasks without proper support will jeopardize the operation of the Authority as a guardian of democratic values. Similar concerns were expressed by the Union of Journalists, the Committee on Journalistic Ethics, the Publishers' Association and the Radio Broadcasting Association. They emphasized the need for a clear distinction between advertising and journalistic content, as well as objective criteria for evaluating political advertising. There were proposals for a guiding role of the Ministry of Interior for the media, while simultaneously ensuring freedom of expression and compliance with regulations. The discussion highlighted the need to revise the legal framework governing the media and to provide adequate support to the Radio Television Authority.
