AKEL: Bureaucracy Delays KtiZo Plan – Immediate Intervention Needed

The Parliamentary Committee on Refugees expresses concern over the delay in the implementation of the KtiZo Plan, mainly due to bureaucracy and the inability of beneficiaries to cover the financial cost of the works. The Committee is considering the possibility of lending to beneficiaries from the Central Fund for Equal Burden Sharing (CFEBS). According to information, the CFEBS is awaiting the final guide for the implementation of the plan in order to assess the possibility of providing loans. The delivery of the guide is expected around mid-February 2026. The Committee emphasizes that the delay in the implementation of the plan could lead to further difficulties. The progress of the works on the 43 apartment buildings in Phase A is considered satisfactory, with the expected delivery of two new buildings by the summer of 2026. However, there are still seven apartment buildings in Phase A in Strovolos that have not been evacuated, with some residents continuing to live there at their own risk. Regarding the apartment buildings in Phase B and C, the beneficiaries have been informed and management committees have been established to submit the applications. In addition, an amount of approximately €1 million, raised from donations, has been distributed to beneficiaries of Phase A based on social and economic criteria. AKEL MP Christos Christofias expressed his concern about the slow progress of Phase B.
