Audit Report Reveals Mismanagement and Revenue Loss at Forestry Department

The Audit Office has identified significant omissions and mismanagement within the Forestry Department, resulting in revenue losses for the state. Specifically, the failure to adjust rents for five hotels on state forest land in Ayia Napa for over three years, during a period of tourism growth and inflation, led to delayed revenues of €1.3 million as of December 31, 2024. The largest portion of this amount (€917,395) relates to a debt from a hotel in the Troodos Mountains, where the Forestry Department and the Land Registry failed to prove the legality of the rent revisions, resulting in an unfavorable court decision. Furthermore, illegal encroachments by hotels on coastal state forest land in Famagusta were discovered, where land swaps did not fully resolve the issues. Finally, inconsistencies were found in land grants for the construction of a park in Foinos.
