Water Department: Water is a Public Good - Denies Privatization Scenarios

The Water Development Department (WDD) issued a statement to refute scenarios of privatizing water management, emphasizing that water is a public good subject to unified state management. The announcement came following recent publications regarding the water resources management of Cyprus. The WDD clarifies that the involvement of the private sector is limited to the implementation and operation of technical projects through Public Contracts, under strict terms and full state control. Water policy, pricing, and distribution are determined exclusively by the State. The statement notes that no desalination unit has the right to set prices or independently dispose of the produced water, and that all operate within the framework of the national water security plan. The mobile desalination unit in Mazotos is presented as a complementary measure and not as an example of privatization. The WDD states that the cost of water production includes operational, environmental, investment, and maintenance expenses, and that reports of “excessive profits” by private companies do not reflect reality. It is also pointed out that the hydrological year 2024-2025 records a significant lack of rainfall, resulting in reduced water reserves in dams.
