Venezuela possesses the largest oil reserves in the world, however, their exploitation is complex and expensive. The reserves consist mainly of extra-heavy crude, which requires special processing and high investment. Oil production in Venezuela has decreased significantly in recent years due to the political and economic crisis, sanctions, and lack of expertise. The value of the reserves is enormous on paper, but the actual net present value is much lower due to high costs and risks. The nationalization and re-nationalization of the oil industry have also contributed to its underperformance.
