Ο οικονομικός στραγγαλισμός που έχουν επιβάλλει οι ΗΠΑ κατά της Κούβας ισχύει από τη δεκαετία του 1960, ωστόσο έχει αυξηθεί μετά την σύλληψη και απαγωγή του προέδρου της Βενεζουέλας, Νικολάς Μαδούρο, που είναι και στενός σύμμαχος της Αβάνας.
Ο πρόεδρος των ΗΠΑ, Ντόναλντ Τραμπ διέκοψε τις αποστολές πετρελαίου από τη Βενεζουέλα προς την Κούβα και απείλησε να επιβάλει δασμούς σε οποιαδήποτε χώρα πουλά πετρέλαιο στην Κούβα.
Από την πλευρά της, η Αβάνα δήλωσε την Παρασκευή ότι έχουν ξεκινήσει συνομιλίες με τις ΗΠΑ με την ελπίδα να εκτονωθεί η κρίση.
Ο Τραμπ έχει δηλώσει επανειλημμένα τις τελευταίες εβδομάδες ότι η Κούβα βρίσκεται στο χείλος της κατάρρευσης και ότι είναι πρόθυμη να συνάψει συμφωνία μαζί του.
Ο πρόεδρος της Κούβας, Μιγκέλ Ντίαζ-Κανέλ δήλωσε την περασμένη εβδομάδα ότι το νησί δεν έχει λάβει αποστολή καυσίμων εδώ και τρεις μήνες.
