Ukraine and Allies Reach Agreement on Security Guarantees

France announced an agreement between Ukraine and its allies to provide "strong security guarantees," as outlined in the Paris Declaration. The declaration marks significant progress towards a lasting peace and confirms the functional convergence between 35 countries, Ukraine, and the United States. Britain, Ukraine, and France have also signed a statement of intent to deploy forces to Ukraine in the event of a peace agreement. The planned "Multinational Force for Ukraine" will act as a guarantor force, strengthening the country's security and supporting the reconstruction of the Ukrainian armed forces. The Declaration paves the way for the creation of a legal basis for the deployment of British and French forces in Ukraine, with the aim of protecting airspace and maritime territory. In addition, the creation of military "hubs" is planned for the deployment of forces and the storage of weapons. The President of Ukraine, Volodymyr Zelensky, described the Declaration as "very specific" and stated that Kyiv already knows which countries will participate and their contribution. He also mentioned progress in talks with the United States regarding peace monitoring. The British Prime Minister, Keir Starmer, stressed the importance of cooperation between European and American allies, estimating that peace is closer than ever. However, he warned that the most difficult measures are still ahead, reiterating that Russian President Vladimir Putin is not ready for peace, as evidenced by recent attacks in Ukraine.
