Semi-Presidential System Proposed as Solution for Cyprus

Analysts are proposing the adoption of a Semi-Presidential system of governance in Cyprus as an intermediate solution between a Presidential and a Parliamentary system, in order to overcome the weaknesses of the existing 1960 Constitution. The 1960 Constitution, with its provision for a dual executive power between a Greek Cypriot President and a Turkish Cypriot Vice President, led to deadlocks and conflicts. The idea of a 'rotating presidency' proposed in the negotiations for the BBF was not accepted by Greek Cypriot public opinion. A Semi-Presidential system would include a Presidency (President and Vice President or two Co-Presidents) symbolizing unity and a Prime Minister exercising executive power, offering a more balanced and resilient system of governance.
