Russia Fines Telegram for Refusal to Remove Content

A Russian court has imposed a fine of 11 million rubles on the Telegram platform for its refusal to remove content deemed extremist by Russian authorities. The state telecommunications regulator (Roskomnadzor) announced the imposition of "gradual restrictions" on the platform, accusing it of violating Russian law and failing to take adequate measures to prevent its use for "terrorist purposes". Telegram, owned by Pavel Durov, is one of the most popular messaging platforms in Russia, after Whatsapp, the operation of which has been almost completely blocked. Roskomnadzor accuses the platform of profiteering and use for criminal and terrorist purposes, threatening further restrictions. Russia has increased measures to suppress freedom of expression on the internet, banning phone calls via Telegram and Whatsapp, as well as blocking Facebook and Instagram of Meta, which it has labeled "extremist".
