Raouna at AFCO: Institutional Balance, Strategic Autonomy, Internal Reforms

The Cypriot Deputy Minister for European Affairs, Marilena Raouna, presented the priorities of the Cypriot Presidency and the red lines of the Council on critical institutional issues before the Committee on Constitutional Affairs (AFCO). The presentation focused on institutional balance, the strategic autonomy of the European Union, and the need for internal reforms. Ms. Raouna emphasized the importance of the European Parliament as an integral institutional partner and guardian of the Union's democratic legitimacy. Regarding the proposal for proxy voting, the Deputy Minister stated that the Cypriot Presidency recognizes the rationale behind the proposal and approaches the issue with an open mind, seeking consensus. Concerning the European electoral law, Ms. Raouna acknowledged the need for revision but highlighted the legal and constitutional difficulties and the lack of unanimity among member states. Regarding the EU enlargement, the Deputy Minister stressed the Cypriot Presidency's support for a credible, rigorous, and reversible accession process, with an emphasis on fundamental rights and the application of European values. The presentation was followed by a discussion with MEPs, during which Ms. Raouna answered questions on the above issues.
