Kosovo: EU Welcomes Citizen Participation and Calls for Swift Government Formation

The European Union has welcomed the participation of citizens in the early parliamentary elections in Kosovo, which were held on December 28th. High Representative of the EU, Kaja Kallas, and Commissioner for Enlargement, Marta Kos, expressed hope for the rapid formation of a new parliament and government, following a prolonged political deadlock. The EU emphasized the need to intensify reforms related to Kosovo's European path and the active participation of all communities. The EU representatives acknowledged the strong commitment to democratic principles demonstrated by the electoral process and announced that the EU Election Observation Mission will remain in Kosovo to monitor post-election procedures. The EU is urging the new parliament to ratify the agreements related to the Growth Plan for the Western Balkans, so that Kosovo can fully benefit from the opportunities offered by the plan. A critical point highlighted is the normalization of relations between Kosovo and Serbia, which is considered essential for the European perspective of both countries. The EU calls for the full implementation of all obligations without further delay or conditions. The EU has already begun the gradual lifting of measures against Kosovo. €216 million has already been disbursed, and an additional €205 million is expected to be released at the beginning of 2026. These funds are intended to support reforms and strengthen economic development in Kosovo, with the aim of preparing it for EU membership.
