Key Challenges in the Cypriot Pension System

The pension system in Cyprus faces significant challenges, with the main issue being the adequacy of pensions, as workers' pension resources are expected to be lower than their actual needs. The AON “Pension Adequacy 2025” study highlights the need for additional pension savings. Although the Social Insurance Fund provides a basic pension, coverage from supplementary pension schemes (2nd Pillar) is low, reaching only 30% of employees. Measures are proposed such as increasing coverage through mandatory participation in occupational pension schemes, increasing the rate and duration of savings, and introducing non-financial regulations to limit the withdrawal of benefits before retirement.
