Homelessness in Cyprus: State Support, Mental Health, and Addictions

In Cyprus, social services are addressing the issue of homelessness with a multi-faceted approach. Approximately 40 individuals are currently housed in temporary shelters, a number that has remained stable in recent years and is lower compared to other EU member states. The homeless population primarily consists of single, middle-aged individuals facing mental health issues or substance addictions. State intervention focuses on providing temporary housing, financial assistance through the Minimum Guaranteed Income for basic needs (food, clothing), and psychosocial support, with an emphasis on connecting individuals with mental health services. The identification of homeless individuals relies on a broad network of reports from citizens, the police, municipalities, and NGOs. Despite the readiness of services, there are cases of individuals who persistently refuse help, requiring specialized handling and management by social workers.
