The article focuses on a critique of the Bi-zonal, Bi-communal Federation (BBF) as a solution to the Cyprus problem. The author argues that key issues, such as the removal of Turkish troops and settlers, the abolition of the Treaties of Guarantee and Alliance of 1960, and the return of refugees, were not adequately discussed in intercommunal talks, which focused on the issue of governance. It is believed that Turkey seeks to abolish the Republic of Cyprus and replace it with a confederation under its control. The author refers to leaked documents (Downer convergences) showing that the BBF is a solution imposed by Turkey and Britain to serve their own interests. It points out that the BBF would create an overly large, complex, and dysfunctional state on a small island, due to the changes Turkey has made to the population and the settlement of settlers. The article emphasizes that Turkey, through the invasion of 1974, uprooted the Greek population from the northern part of Cyprus, proceeded with settlement, and established a subordinate administration (“TRNC”). The author argues that the talks are not conducted between two equal communities, as the “TRNC” is subordinate to Turkey and promotes its interests. It concludes that, due to the lack of common interests between Cyprus and Turkey, a sustainable state cannot be formed, as its structure and operation would be inherently problematic.
