Guterres: Renewed Hope for Cyprus Talks

UN Secretary-General Antonio Guterres has observed a new, albeit “cautious,” dynamic in the Cyprus issue, attributed to the assumption of office by the new Turkish Cypriot leader and enhanced engagement between the leaders. He is encouraged by the absence of serious incidents within the buffer zone and the restraint shown by both sides regarding unilateral actions. However, Guterres points out that there has been no substantial progress in de-escalation, particularly concerning the easing of military build-up along the ceasefire line. He expresses concern over military constructions within and around the buffer zone, which aim to permanently alter the status quo. UNFICYP continues to play a crucial role in maintaining stability, preventing escalation, and safeguarding the integrity of the buffer zone, but its effectiveness relies on the full cooperation of both sides. The Secretary-General reiterates the need to respect the buffer zone’s integrity and avoid unauthorized activities. Furthermore, a negative assessment is given regarding the stagnation on the issue of the Pyla plateau and the situation in the fenced-off area of Varosha, where there has been no response to the Security Council’s call for a reversal of changes made since 2020. Guterres warns against the negative consequences of unilateral actions and reaffirms the UN’s position on Varosha.
