In addition, Ukraine demands security guarantees from the US and Western allies before proceeding with any agreement. Kyiv has pointed out that it is not possible to hold elections due to martial law and the ongoing military action. The organization of elections is part of a broader 20-point framework for achieving peace, which is being negotiated between Ukrainian and American officials. Talks in Abu Dhabi have failed to resolve disputes over the Donbas region, with Russia continuing to demand control of the entire region.
