EU Parliament Fast-Tracks €90 Billion Loan for Ukraine

Published January 20, 2026, 14:33

The European Parliament has activated a fast-track legislative procedure for granting a €90 billion loan to support Ukraine. This decision paves the way for a vote at an upcoming plenary session. The loan will be financed through joint EU borrowing from the capital markets and guaranteed by the “margin” of the Union’s budget. The aim is to provide military and fiscal support to Ukraine, as well as to strengthen its defense industry and integrate it into the European base. At the same time, the Parliament has accelerated procedures for amending the Ukraine Facility and activating enhanced cooperation, which involves 24 member states (excluding the Czech Republic, Hungary, and Slovakia). The final proposal is expected to be put to a vote on January 21, with the goal of rapidly disbursing the financial support to Ukraine.
