Energy Plots in Libya, Positive Agenda in Ankara

Turkey announced the acquisition of oil exploration rights in Libya, in areas likely falling within the boundaries of the Turkish-Libyan memorandum, while a “positive agenda” with Greece was being discussed in Ankara. The Turkish National Oil Company (TPAO) won bids for energy plot licenses and will conduct exploration in partnership with Spanish and Hungarian companies off the coast of Benghazi and the Sirte Basin. The acquired plot covers 10,300 square kilometers and is strategically located in the Mediterranean Sea, in eastern Libya, an area under the control of Marshal Khalifa Haftar. This acquisition strengthens the geopolitical dimension of the agreement with Libya. Simultaneously, TPAO is also turning inland, to the Sirte Basin area, one of Libya's most productive regions, in cooperation with Spanish REPSOL. The Sirte Basin is the core of Libyan production, making the Turkish presence there particularly significant. This move comes at a time of efforts to maintain open communication channels with Greece, but highlights Turkey's continued claims in the Eastern Mediterranean and its attempt to exploit the region's energy resources.
