Cyprus Reaffirms Commitment to Child Welfare and Poverty Eradication

The Deputy Minister of Social Welfare, Klea Papaellina, expressed Cyprus's firm commitment to promoting child welfare and combating child poverty during a speech at the European Parliament. The speech took place within the framework of the Working Group for the Establishment of the European Child Guarantee, following an invitation from MEP Hristo Petrov. The Deputy Minister emphasized the importance of the European Child Guarantee as a fundamental policy commitment of the EU, aiming to ensure basic goods and services for all children, regardless of their social or economic status. In Cyprus, the Child Guarantee is implemented through a comprehensive framework of policies to prevent and address child poverty and social exclusion. The Cypriot Presidency of the Council of the EU has placed the social agenda at the forefront, with a human-centered approach that emphasizes equal access to quality and personalized social services. Investing in the future of children is a key priority, aiming to promote child welfare, eradicate child poverty, and enhance access to preschool education. Cyprus has submitted a package of Conclusions titled “Investing in Children” for discussion at the Council, which is expected to be adopted at the EPSCO Council in March 2026. Furthermore, Cyprus will host a High-Level Conference on “No Child Left Behind” in May 2026, in conjunction with the meeting of the National Coordinators of the European Child Guarantee. The Director-General of the Deputy Ministry of Social Welfare and the National Coordinator for the Child Guarantee provided further information to the Working Group on the actions and policies implemented in Cyprus.
