Cyprus: Pension Reform Bill Expected by June 2026, Collective Bargaining Bill Soon

The Minister of Labour, Marinos Mousiouttas, announced that the bill for pension reform is expected to be submitted by June 2026. This is due to requests from partners for further clarification, with no specific opinions yet expressed. The bill will cover issues such as the low-pensioner allowance, the investment policy of the Social Insurance Fund, and the 12% penalty. At the same time, the Minister aims to submit a bill on collective bargaining before the Parliament closes for elections, i.e., end of February to early March. The goal is for collective bargaining agreements to cover 80% of employees, while currently they cover 40-45%. The Director of Labour Relations, Andis Apostolou, stated that the EU directive requires member states with collective bargaining coverage below 80% to develop a strategic action plan by the end of October 2026. The Minister of Labour expressed hope that, after completing consultations with partners, the bill will be published for public comment. He also emphasized the importance of finding common ground in the Labour Committee to promote laws that benefit workers.
