Culture Awaiting Strategy and Implementation

The Deputy Minister of Culture presents an assessment of her work, which goes beyond a typical government evaluation and attempts a sincere positioning regarding the field of culture in Cyprus. She acknowledges the challenges, mistakes, and reactions, deferring expectations to the future, particularly in the context of the Cypriot presidency of the Council of the European Union in 2026. The article focuses on the absence of a comprehensive cultural policy and strategy in Cyprus. Although efforts are being made to broaden access to culture, such as the Youth Culture Card and cultural education programs, these actions are not integrated into a long-term plan that defines the type of citizen that cultural policy seeks to shape. A central problem is the status of the artist and creator, a long-standing request that remains unanswered. The Deputy Minister chooses the path of further consultation, but this is considered politically insufficient if not accompanied by a clear strategy and a commitment of time. The artistic community demands recognition and respect, not merely as occasional collaborators, but as creators with rights and obligations. The article concludes that culture continues to be treated as a secondary field of policy, resulting in it not receiving the priority it deserves. The lack of strategy and the postponement of substance to the future reinforce the feeling that culture is not considered an integral part of the social and economic development of Cyprus.
