The law, which was passed unanimously, establishes an organized framework for the provision of palliative care, including the creation of specialized units and the development of home care, as well as the training of healthcare professionals. The new legislation ensures citizens' access to quality, safe and dignified health services, especially for vulnerable populations. The goal is to create a more humane, fair and effective health system that adds quality and dignity to patients' lives. A central element of the law is the establishment of the National Council for Palliative Care, which will ensure the quality of services provided and the coordination of stakeholders. The participation of organized patients and representatives of related organizations enhances transparency and responsiveness to societal needs. The delay in adopting the law is acknowledged, however, emphasis is placed on its effective implementation, guided by the provision to citizens. The upgrade of health and social welfare services is a fundamental obligation of the state and requires continuous effort and social sensitivity.
