Audit Office Uncovers Irregularities in Local Election Spending

The Audit Office has revealed significant gaps in the control of election expenses for recent local elections. According to the Office's spokesperson, Giota Michail, several candidates exceeded legal spending limits, while a significant portion of expenses remain undeclared. The existing legal framework limits control to advertising in specific media, leaving expenses for events and banquets unchecked. Specifically, seven candidates (six mayors and one deputy mayor) submitted reports exceeding the limits. Among them are the Mayor of Limassol, Yiannis Armeftis, and the candidate for Deputy Mayor of Limassol, Miltiadis Papadopoulos, with an excess of 64.7%. Exceedances were also recorded for candidates in Paphos, Paralimni and Dromolaxia. The penalty for exceedances is limited to a fine equal to the amount of the excess, only for declared expenses. The Audit Office estimates that the total amount of spending is much higher than declared, as cases of bill payments by third parties and discrepancies between candidates' statements and the data of advertising companies were identified. The Service proposes an immediate amendment of the law to make the submission of invoices for all expenses mandatory, in order to ensure transparency and the effectiveness of the control of election expenses. The lack of transparency and inadequate control endanger the integrity of the democratic process.
