Audit Office: 'Ghost Building' in Nicosia – 14 Years Pending!

The Audit Office has identified an incomplete building in Nicosia, on Spyrou Kyprianou Avenue, which has remained in this state for 14 years, since the issuance of the original building permit in 2011. Despite reissues and renewals of permits, as well as changes in ownership, the building has not been completed. The Audit Office's inspection revealed deviations from approved plans, delays in issuing a revised building permit, and a passive attitude of the competent authorities, which were limited to fence inspections without imposing penalties or pressing for the completion of the project. The prolonged incomplete state of the building negatively affects the image of the city, raises safety and public health concerns, and reinforces the impression of tolerance. The Audit Office stresses the need for stricter enforcement of legislation and strengthening the intervention tools of the authorities. The Audit Office's memorandum highlights a broader problem found in other cases across Cyprus, emphasizing the need for more effective control and supervision of construction projects.
