The arrest of Nicolás Maduro and his wife by US authorities has created a fluid political landscape in Venezuela. Although the US seeks regime change, this effort has only been partially successful. Donald Trump has not clearly revealed his plans for the country, focusing primarily on leveraging oil reserves for the benefit of Venezuelans and Americans. Trump announced the formation of a “team of experts” to manage the transition, emphasizing the significant role that US oil companies will play. However, the governance structure and the individuals involved remain unclear. US experience in similar regime changes, such as in Iraq and Afghanistan, has raised concerns. Regime change requires specific stages, such as the “decapitation” of the existing regime, the building of new political institutions, the election of new representatives, and, possibly, the presence of an international force to maintain peace. Trump appeared to favor Vice President Delcy Rodríguez, who has expressed a willingness to cooperate with the White House, over opposition leader María Corina Machado. The operation to arrest Maduro and his wife was carried out in strict secrecy, raising legal issues regarding the need for authorization from the UN Security Council for any intervention in a foreign country. At the same time, Congress remains in the dark regarding the government's plans.
