The government is accused of inaction in addressing the risk emanating from the occupied territories, treating the area as a separate country and delaying the adoption of strategic decisions. The logic of waiting led to losses for livestock farmers, while the government avoids addressing the political issue. Treating incidents in the occupied territories as an external problem is epidemiologically unfounded, as viruses do not recognize roadblocks. The lack of preventive measures and the delayed response of the state mechanism worsened the situation. Criticism also extends to ELAM, which is accused of a similar attitude. The lack of political will for substantial confidence-building measures in various sectors exacerbates the problem, while the government and ELAM are accused of ignoring half of Cyprus and choosing to disconnect the threat from the whole territory.
