Labor Ministry: Pension Bill by June, Collective Bargaining by March

The Minister of Labor and Social Insurance, Marinos Mousiouttas, announced that the bill for pension reform, concerning the first pillar, will be submitted by June 2026. This is due to requests from partners for further clarification, with no specific opinions expressed so far. The bill will include issues such as the low-pensioner allowance, the investment policy of the Social Insurance Fund, and the 12% penalty. Simultaneously, the Minister aims to submit a bill on collective bargaining before the Parliament closes for elections, i.e., end of February to early March. The goal is for collective bargaining agreements to cover 80% of employees, while currently they cover 40-45%. The Director of the Department of Labor Relations, Andis Apostolou, mentioned that the EU directive requires member states with collective bargaining coverage below 80% to develop and submit an action plan by the end of October 2026. The Minister of Labor expressed hope that, after completing consultations with partners, the bill will be published for public comment. He emphasized the importance of common ground and promoting legislation that helps workers.
