The strike with the Oreshnik follows a series of developments considered negative for Russia, such as the arrest of Venezuelan President Nicolás Maduro by US special forces, the seizure of a Russian tanker by the US, and the announcement by Britain and France of a possible troop deployment to Ukraine. Russia has stated that it will consider foreign soldiers legitimate military targets. Experts, such as Gerhard Mangott, believe that Russia feels sidelined in diplomatic contacts and is outraged by plans for European troop deployments to Ukraine.
