The employee argued that their relationship with the District Administration was actually an employment relationship, not a service provision one. The Director of the Social Insurance Services decided that the employee should be classified as an employee from 2009, but the Ministry of Interior decided to convert their status to an employee only from 2016, citing limitations on judicial protection. The employee appealed to the Administrative Court, but the case reached the Supreme Constitutional Court, which issued a ruling that affects a significant number of employees in similar situations.
