Parliament Regulates Volunteer Groups’ Action in Fires – Disagreements over Impact on Volunteerism

The Parliament has approved legislation regulating the action of specialized volunteer groups in cases of fires and other state services. The law defines the procedures for registration, training, operational control, and equipment use of volunteers, as well as the obligations of employers to facilitate the participation of their employees in volunteer activities. According to the law, individuals convicted of arson cannot be registered as specialized volunteers. The legislation arose from the need for better coordination and more effective utilization of volunteer contributions, as demonstrated by the recent fires in the mountainous region of Limassol. Interior Minister Irene Charalambidou emphasized that the legislation establishes a unified registration process, training and certification of volunteers, a clear framework for operational control, and provisions for protection and civil liability. However, there were disagreements from MPs who argued that the law restricts the spontaneous contribution of volunteers and creates bureaucratic obstacles. Despite the objections, the legislation was passed with the aim of strengthening the operational readiness of volunteers and ensuring safety during volunteer activities. The implementation of the law is expected to improve coordination between volunteer groups and state services, contributing to a more effective response to emergencies.
