How to Build European Defense Step-by-Step?

The author analyzes the building of European Defense as a gradual process, not a one-time decision. He points out that Greece and Cyprus can promote European Defense with their own initiatives, while also strengthening their defense readiness against Turkish expansionism. He criticizes the perception that Turkey is simply a “neighbor with whom we have some differences,” emphasizing the need to strengthen defense. He considers NATO non-functional and the autonomy of the EU, through a European Defense, as essential. He focuses on the “Mutual Defense Clause” (Article 42.7) of the EU Treaties, which provides for mutual assistance in the event of an armed attack. He clarifies that an armed attack includes the occupation of territory, such as Cyprus, but the EEZ is not considered territory under sovereignty. He emphasizes the need for leadership with vision and faith, as well as the activation of the mutual defense clause with the permanent deployment of European forces in Cyprus. He concludes that national defense readiness is the most effective way to deter Turkish expansionism.
