Roadmap for Reforms in Early Childhood Education until 2030

The Minister of Education, Athena Michaelidou, and the Deputy Minister of Social Welfare, Klea Hadjistefanou Papaellina, presented the 1st National Strategy and Action Plan for Pre-Primary Education and Care, emphasizing the importance of investing in the education of young children for the future of the country. This strategy is a milestone, as Cyprus is acquiring a comprehensive framework for the education and care of children from birth to six years of age for the first time. This framework places the child, family and community at its center, with the aim of access to quality, accessible and affordable services. The strategy is based on five key pillars – governance, access, pedagogical framework, workforce and monitoring/evaluation – and is implemented through thirty targeted actions, aligned with the European Quality Framework. The Deputy Minister of Social Welfare stated that the adoption of the strategy is a milestone of the Recovery and Resilience Plan (2021-2026) and the National Action Plan for the European Child Guarantee (2022-2030), strengthening the coherence of national policy with European commitments. The approach is holistic, with the cooperation of all stakeholders, guided by the best interests of the child. Achieving the strategic goals is based on the implementation of the thirty new actions, which are fully aligned with the National Quality Framework for Pre-Primary Education and Care. This strategy marks a significant reform in the field of early childhood education, with the aim of creating a better future for the children of Cyprus.
