Building Code Incentive for Increased Shelters – 482 Spaces Removed from List

The Cypriot Cabinet approved a building code incentive to increase Civil Defense shelters, while completing inspections of existing shelters. The inspections revealed that 194 spaces previously listed as shelters are no longer suitable or do not exist, while the usage status of 288 shelters has changed and are now private. The process of removing these spaces from the SafeCY application is underway. Additionally, it was found that some shelters require the removal of items and cleaning to be ready for use. The Ministry of Interior is in contact with owners to facilitate these tasks. The Minister of Interior, Konstantinos Ioannou, pointed out that the policy of creating shelters in existing private spaces has significant weaknesses. The new approach adopted focuses on finding larger public spaces, such as underground parking lots, churches and supermarkets, to create shelters. In this way, population coverage is expected to increase from 30% to around 45%. At the same time, the “Civil Protection Law of 2026” was approved, which creates the National Civil Protection Mechanism and establishes the National Civil Protection Coordinator. As part of these changes, the Chief Fire Officer, Nikos Longinos, was appointed as the interim coordinator for fire management. Finally, the new functionality of the SafeCY application for sending alerts in case of a security incident was presented, as an additional measure for the early information of citizens.
